Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
Mix the dry ingredients: In a large bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Stir until evenly mixed.
Add wet ingredients: Add eggs, milk, oil, and vanilla extract to the dry ingredients. Mix until smooth.
Stir in boiling water: Gradually add the boiling water, mixing until the batter is smooth. It will be thin, but that’s okay!
Bake: Pour the batter into the prepared pans and bake for 30-35 minutes. The cakes are done when a toothpick inserted into the center comes out clean.
Cool: Let the cakes cool in the pans for 10 minutes before transferring them to a wire rack to cool completely.
Frost (optional): Frost with your favorite chocolate buttercream, or simply dust with powdered sugar. Serve and enjoy!
