Preheat oven to 375°F (190°C). Line a 12-cup muffin pan with paper liners or lightly grease the cups.
In a large bowl, whisk together flour, sugar, baking powder, baking soda, and salt until evenly combined.
Place chopped cranberries in a small bowl and toss with 1 tablespoon flour to help prevent sinking during baking.
In a separate bowl, whisk together egg, orange juice, vegetable oil, orange zest, and vanilla extract until smooth and fully combined.
Pour the wet ingredients into the dry ingredients and gently stir until just combined. Do not overmix. The batter should remain slightly lumpy.
Fold the coated cranberries into the batter using a spatula until evenly distributed.
Divide the batter evenly among the prepared muffin cups, filling each about three-quarters full.
Sprinkle coarse sugar over the tops if desired.
Bake for 18 to 22 minutes or until the tops are golden and a toothpick inserted into the center comes out clean.
Cool in the muffin pan for 5 minutes before transferring to a wire rack to cool completely.
